You use some sort of thinner (I've seen gamsol used most often since its more biologically friendly) and a blending stump to blend out your pencils more.

It's useful for being able to use a harder pencil and still doing the gradient type stuff I love so much from pastels while eliminating the sketch lines. Gotta work fast though cause the thinner dries very quickly on your blending tool.
